if you want to install in a system which is not connected to internet follow thes steps. you can download the VLC player (VLC offline installer) from here http://rapidshare.com/files/222292699/VLC_offline_installer.tar.gz once downloaded extract it to your desktop. find the installer.sh file inside the extracted folder and double click on it. Now in the new window select Run in Terminal tab. thats it. you can save the extracted folder for the future use or use it on the other computer which does not have an internet connection.
